On May 28, 2025, Secretary of State Marco Rubio released a Press Statement, “New Visa Policies Put America First, Not China,” indicating that the Department of State (“DOS”) will work with the Department of Homeland Security to “aggressively revoke visas for Chinese students, including those with connections to the Chinese Communist Party or studying in critical fields.”
The statement goes on to note that heightened scrutiny of visa applicants from China will extend beyond students, stating the Department’s intention to “revise visa criteria to enhance scrutiny of all future visa applications from the People’s Republic of China and Hong Kong.”
The DOS has yet to provide any further information on this new policy or the revised criteria, but Chinese nationals should exercise caution and plan for an increased likelihood of Administrative Processing for visa applications.
